The challenge

Two approval layers before a shovel hits dirt

Eagle is the part of the Treasure Valley where the design layer is the real work. Beyond the City of Eagle design review board — which scrutinizes massing, materials, and how an accessory structure relates to the primary home — most Two Rivers lots also sit under an HOA with its own architectural committee and material palette. The homeowner wanted a guest suite over a usable garage, not a plain box in the side yard, and anything that clashed with the main house or the neighborhood's stucco-and-stone vocabulary would have stalled in review. Eagle also still requires owner-occupancy on the property, so this had to be an addition to a home the owners live in, not a standalone rental play.

Our approach

A pre-approved plan, dressed to match

The Sandpiper's 396 sq ft studio footprint pairs cleanly with an attached garage bay, which is exactly what a large Two Rivers lot can absorb without crowding the rear yard or triggering a variance. Starting from a pre-approved plan meant the structure was already vetted; the work was the skin. We carried the same stucco body color, stone base accent, and roof pitch as the main house into the design-review and HOA submittals so both committees saw a coherent property rather than a bolt-on. The garage was oriented to share a driveway approach with the existing home, and the studio was finished to a real guest-suite spec — full kitchen, 3/4 tile bath, quartz — so out-of-town family stays self-contained.

The outcome

Both the City of Eagle and the HOA architectural committee signed off without a redesign, and the build ran about seven months including that review window. The owners use the studio as a guest suite for visiting family and the bay for a third vehicle and seasonal gear — a combination a large Eagle lot is built for. Because the unit is plumbed and finished as a true dwelling, it stays flexible for the future, while owner-occupancy on the main house keeps it square with Eagle's ADU rules today.
